Target : Foreigners who default National health insurance or ill-gotten gains

Restrictions : length of stay (within 6 months), permit for participating in activities not outlined by the current status of stay, change/addition of workplace permit, assigning status of stay, 

permit for change of status of stay, permit for extension of stay, application for alien registration (notification of residence), etc.

(Defaulters can be normally permitted after payment of arrears)
